Low levels of education in the labour force, especially among those engaged in agriculture, makes it more difficult for the latter to move into activities in urban areas, except as labourers in the construction industry and the huge proportion of poorly-trained workers in the informal sector—the largest employment generator in India gains its skills through self-taught practises, observation or a transfer of skills from a master craftsperson to an apprentice.
